Feature prioritization
Claims automation, provider matching and a legacy claims integration replaced — explored through the documents and decisions.

Priority decision
I prioritize failure modes that can misroute, lose or duplicate claims before convenience features. The baseline provider API and normalization belong in P0 because downstream processing cannot be trustworthy without reliable identity evidence.

Ordered investment
The ordered backlog keeps minimum processing controls above optional expansion.
| Priority | Work | Reason |
|---|---|---|
| P0 | Missing/ambiguous provider and malformed-form handling | Prevents unsupported processing |
| P0 | EDI validation, authorized handoff, duplicate protection | Protects transaction integrity |
| P0 | Reconciliation and manual queue visibility | Prevents silent loss |
| P0 | Baseline address normalization and central-provider lookup | Required to resolve provider evidence before handoff |
| P1 | Latency and exception reporting | Shows improvement and remaining friction |
| P1 | Additional normalization patterns and API performance tuning | Expand only after baseline matching quality is established |
| Later | Broader forms or platform migration | Separate scope and cutover decision |
Tradeoff
This deliberately accepts lower apparent automation when information remains unresolved. Cost per claim and throughput are reviewed alongside defects and rework. Operations and customer care identify recurring friction; engineering assesses dependencies; legal, compliance and relevant patient-safety partners review consequential scope changes. The priority changes when evidence changes, not when a more attractive automation percentage becomes available.
